Woodworking dust: why LEV testing is non-negotiable

Wood dust looks like the most ordinary thing in a workshop. It is also a Group 1 carcinogen with a legal exposure limit that was tightened in recent years - and that combination is why extraction on a woodworking site is not optional, and why testing it is not either.

The short answer

A carcinogen with a legal limit has to be controlled at source

Wood dust is classified as a Group 1 carcinogen - hardwood dust is linked to sino-nasal cancer - and both hardwood and softwood dust cause respiratory sensitisation and can drive occupational asthma. The hardwood exposure limit was reduced to 3 mg/m3, and exposure to a carcinogen must be reduced as low as reasonably practicable. That standard cannot be met by masks alone: it requires extraction capturing dust at the machine, and LEV testing to prove that extraction works.

The hazard

Wood dust is a carcinogen, not just a nuisance

It is easy to treat wood dust as mess rather than menace, but the health status is unambiguous. Wood dust is classified as carcinogenic to humans - a Group 1 carcinogen - and hardwood dust in particular is linked to cancer of the nose and sinuses in woodworkers, with species such as oak, beech, mahogany and walnut among those implicated. Beyond cancer, both hardwood and softwood dust cause respiratory sensitisation and dermatitis, and can lead to occupational asthma.

This is a real, documented pattern of disease, not a precaution. Sino-nasal cancer from hardwood dust has been recognised for decades, and occupational asthma from wood dust is one of the more common causes in the trade. A worker breathing fine wood dust day after day is being exposed to a substance with those specific, serious effects - which is why the law treats wood dust controls with the seriousness it does, and why a woodworking site cannot regard extraction as a nicety.

The legal limit

The hardwood limit was tightened

The seriousness is reflected in the exposure limits. Softwood dust has a workplace exposure limit of 5 mg/m3, and the hardwood dust limit was reduced to 3 mg/m3 - a tightening that recognised the carcinogenic risk. Importantly, a workshop handling a mixture of hardwood and softwood has to meet the lower hardwood figure for the combined wood dust, because the more hazardous component sets the standard.

But the limit is not the whole duty. Because wood dust is a carcinogen and a sensitiser, the law does not just require staying under a number - it requires reducing exposure as low as is reasonably practicable, the ALARP standard. Meeting a limit on paper is the floor, not the target. The obligation is to get exposure down as far as reasonably achievable, which shapes what controls a site is expected to have and how well they must perform.

Why a mask is not enough

You cannot reach ALARP with respirators alone

The most common shortcut on a woodworking site is to hand out dust masks and consider the problem solved. It is not, and the reason is the ALARP duty. For a carcinogen and sensitiser, exposure must be reduced as low as reasonably practicable, and that means controlling the dust at source - capturing it at the machine with local exhaust ventilation before it reaches the worker's breathing zone or settles across the workshop. Respiratory protection is a supplement to that, not a substitute for it.

A site defending itself on the basis that masks were provided, with no effective extraction or with LEV that was never verified, is in a weak position - masks depend on fit, discipline and correct use, and do nothing about the dust filling the room and settling on every surface. The control the law expects is extraction that removes the dust at the tool. LEV is not the backup here; it is the primary control, and the mask is the last line, not the first.

Why testing

Extraction only counts if it is proven to work

Installing extraction is necessary but not sufficient, because woodworking LEV degrades in exactly the ways that matter. Ducts partially block with dust and shavings, filters clog and cut airflow, fans tire, and blast gates left open on unused branches bleed away the suction the working machines need. A system that captured well when commissioned can quietly fall below effective capture, and from the operator's position nothing looks wrong - the extractor is still running.

LEV testing is what catches that. A thorough examination measures the capture at each machine and confirms the dust is actually being drawn away as intended, finding the blocked branch, the clogged filter or the tired fan before it becomes a worker's exposure. For a carcinogen, that verification is not a formality - it is the difference between extraction that is controlling the risk and extraction that is merely present. The law's fourteen-month examination cycle exists to keep that assurance current.
